Louise's Caramel Icing

1 1/2 cups brown sugar
1/4 cup top milk
2 tablespoons butter
1 teaspoon vanilla
1/4 teaspoon cream of tartar
Boil milk and brown sugar for 3 minutes, stirring constantly.
Remove from heat; add butter and vanilla.
Beat till creamy.
Add cream of tartar to help spread.
